Yes, if a brand manager has enabled this feature. 

Click the centre of any image to take you to the photo detail page. If the brand manager has enabled sample/gift requests, you'll find a swing tag on the top right hand of the photo detail page. Hit the swing tag to send a direct message to the brand manager!
